The primary recruiter over there just phone interviews anyone who sends in a resume. That sounds like a good opportunity but she already knows who she wants to rule out, so she wastes most people's time. She comes back with a decline reason that she could have just told you about before an interview. I'm assuming she gets paid per phone interview. Don't waste your time with her
