Connect the anode of the LED to the output of the opamp and the cathode to one side of a resistor R. The other side of the resistor connects to ground. The cathode/resistor node connects to the inverting input of the opamp. A control voltage V connects to the non-inverting side. Current through the LED is then regulated to V/R.
