I was given a call by the hiring manager, in the days leading up he said it was 'just a chat' then on the morning of the call he said it was an interview, when interview was conducted he was clearly blindly reading from a list of questions.

Thorough and precise. Clear expectations were given and opportunities for both parties arose with honest appraisals and feedback given at interview end. Non work related questions were asked but nothing private or too personal.
