HR does not do the work meaning reading applicant's resume & cover letter. They only consider a candidate with the healthcare background, which could easily be seen in the resume. However, they do not do so. I imagine that HR just want to score the "# of candidate you spoke to" section in their KPI by speaking with everyone and told them on the phone that you are unqualified because you don't have a healthcare background. Can't you see it from the resume? Otherwise, what is the purpose of sending over resume and cover letter? It is wasting each other's time.
